In the vibrant heart of historic Shiraz, where the roots of Iranian culture and civilization intertwine, the Redesign of the Shiraz Municipality Headquarters emerges as a visionary project aimed at reviving urban interaction and redefining civic space.
Situated adjacent to the city’s historic fabric in a strategically significant location, the project transcends the definition of an administrative building—it is conceived as a dynamic and sustainable urban ecosystem where architecture, nature, and urban life are interwoven into a cohesive whole.
Concept: A Ship-Inspired Form and a Living Green Skin
The project evolves from an existing structural framework comprising two ship-like building masses—one complete, the other skeletal and unfinished—creating a central interstitial space that forms the heart of the complex. Within this core lies an open-air amphitheater, envisioned as the beating heart of the civic center, hosting gatherings, events, and social encounters.
The new design concept elevates the original idea through the introduction of a green, life-giving façade—a continuous vegetated skin enveloping the entire complex. This living envelope not only enhances the aesthetic character of the project but also acts as a breathing lung for the city, absorbing heat, filtering air, and reintroducing the botanical soul of Shiraz—“the City of Flowers and Nightingales.”
The green skin transforms the conventional rigidity of an administrative building into an inviting, biophilic environment, enriched by a lush central atrium that brings light, air, and greenery deep into the project’s core—creating an entirely new experience of work, collaboration, and connection.
Program: Mixed Use and Continuous Urban Life
At both ends of the complex rise two high-rise towers, conceived as urban landmarks and defined by mixed-use programs including hotels, office spaces, conference halls, recreational and wellness facilities. This blend of functions ensures the project’s 24-hour vitality and supports its economic and social sustainability.
By integrating diverse activities, the development transcends its administrative role and becomes a multifunctional civic destination, animated day and night.
Urban Interface and Social Interaction
The urban ground plane has been designed as a layered, interactive landscape. Facing the river, a 1,000-car parking structure sits below grade, its rooftop transformed into a pedestrian-friendly urban terrace allowing gentle vehicular movement while prioritizing walkability and public gathering.
This new urban plaza serves as a connective threshold between the building and the city, encouraging social interaction and outdoor life.
Meanwhile, the rooftop functions as a flexible venue for cultural, social, and religious events, reinforcing the project’s civic identity and openness to the community.
