Fars Province Official Judicial Experts Association Central Building
A Manifestation of Order, Transparency, and Authority within a Dense Urban Fabric
Located in a strategic area of Shiraz, on Qasr al-Dasht Street, adjacent to the city's economic hub and above the Afif-Abad intersection, Central Building of the Official Experts Association of the Judiciary has been designed within a site constrained by significant spatial limitations. With an area of just 400 square meters and an elongated plot, the project itself posed a unique architectural challenge.
This administrative building, while fulfilling its specialized function, accommodates two distinct groups of visitors: on one hand, judicial experts, and on the other, the diverse public who come as clients seeking legal expertise. The design approach, mindful of this diverse functionality and audience, strives to create a balanced, elegant, and efficient space.
The building’s floor plan is shaped around a logic of vertical connections and horizontal elongation. Here, the combination of staircases and circulation elements has been carefully arranged to convey a sense of continuity between floors, with an emphasis on upward movement. This approach, within a narrow plot, allows for a continuous and efficient spatial flow.
At the heart of the building is a grand hall with a high ceiling, capable of hosting up to 15 concurrent expert sessions. This space, designed to facilitate discussions between judicial experts and litigants, fosters professional interactions in a transparent and accessible form. The hall has been designed with a semi-private approach, maintaining a balance between personal privacy and social presence.
One of the project's notable strengths is the intelligent use of natural light and the creation of a central courtyard. Given the site’s position between two adjacent plots and the open space of the neighboring land in the middle of the project’s length, the architect incorporated a central courtyard that widens at upper levels. This design not only channels light and ventilation deep into the building, but also respects the surrounding urban fabric, ensuring no disruption to neighboring properties.
The architectural concept of the project is both functionally driven and rooted in the principles of spatial composition. The design integrates all the necessary spaces for this administrative building into a unified and legible mass. The spatial organization prioritizes coherence, clarity, and functional transparency, resulting in a disciplined and responsive architecture. For example, the building's entrance, with its grand staircase, imparts a sense of magnificence from the moment one arrives—symbolizing the embodiment of law, judgment, and order, inviting the visitor inside.
With a total built area of approximately 10,000 square meters, this project stands as a testament to intelligent space management within the confined and densely built urban environment. It offers a thoughtful architectural response to functional needs, a layered audience, and a respectful integration into the surrounding urban and social context.
